No it hasn't: people like cars. <br /><br />Taxes raise money, that is what they are for and that is what they do. The "behavioural economics" of the fuel duty escalator failed, (as will the plethora of Steve Hilton's planned "behavioural economics" policies) taxes do not change people's behaviour.
